From Formula to MAL Number: Launching a Wellness Supplement in Malaysia, Step by Step

Beauty brands moving into ingestible wellness often assume the process mirrors skincare. It does not. Cosmetics in Malaysia are notified. Health supplements are registered, and that is a substantially longer and more document-heavy route. Planning for it properly from the start is the difference between a launch and a stalled inventory position.

Step 1: Establish which category your product falls into

This decision shapes everything that follows. A product presented in a dosage form such as a capsule, tablet, sachet or liquid, and intended to supplement the diet or support a health function, generally falls under the health supplement category regulated by the NPRA. Products positioned within the food category follow a different route with faster clearance but far tighter limits on what you may claim.

Decide deliberately rather than by default, because switching category mid-development means restarting much of the work.

Step 2: Appoint your Product Registration Holder

For health supplements, the applicant must be a locally incorporated Malaysian company with a business scope related to health or pharmaceutical products. That entity holds the registration and carries responsibility for the registered product. Confirm who this will be before development, not after.

Step 3: Develop the formulation with the dossier in mind

Ingredient selection and dosage levels must sit within NPRA requirements and ASEAN harmonisation standards. This is the point to check that every intended ingredient is permitted at your intended level. A formulation team experienced with the Malaysian framework will flag problems here, when a change costs a fortnight rather than a submission cycle.

Step 4: Manufacture under GMP and assemble the evidence

Your registration dossier draws directly on manufacturing documentation: the manufacturing site and its GMP status, the finished product specification, analytical methods, stability data supporting your proposed shelf life, and certificates of analysis. This is why choosing a GMP certified manufacturer is a regulatory decision as much as a quality one.

Step 5: Prepare labelling and claims before submission

Labels, inserts and pack copy form part of what is reviewed. The claims you make determine the evaluation route your application follows, and the more ambitious the claim, the more evidence is expected. Conservative, supportable wording moves faster.

Step 6: Submit through Quest and plan for the queue

Submission is made online through the NPRA's Quest system, with documents in English or Bahasa Malaysia. Registration is not a matter of days. Industry guidance commonly points to a review period measured in many months for health supplements, so build your launch plan around a realistic window rather than an optimistic one.

Step 7: Use the waiting period

The review period is not dead time. It is when brand identity, photography, retail and platform listings, distributor conversations and audience building should be done. Brands that treat the queue as preparation launch strongly. Brands that treat it as a pause launch into silence.

Step 8: Launch only once your MAL number is issued

A registered product carries a registration number beginning with MAL, which must appear on the label. Selling before it is issued is not a soft launch. It exposes you to enforcement action, product seizure and removal from e-commerce platforms.

Building the timeline backwards

Work back from your intended on-shelf date through registration, manufacturing, stability data and formulation. Most supplement launches that miss their window were planned forwards from a marketing date.
